From July 1, 2024, the regulation of Article 164 of the Tax Code of the Russian Federation on the application of VAT rates to certain types of services will come into force.

The regulation states that 0% VAT is no longer applicable to enterprises or organizations when providing international cargo transportation services and international freight forwarding services if the following conditions are met at the same time:

1) transportation only within the territory of Russia;

2) It cannot be proved on the waybill and bill of lading that it is one of the Russian import/export carriers.

Effective time of the tax is based on the time when the service is provided, such as the date stamp of railway departure station.

Положения настоящего подпункта не распространяются на услуги организаций (индивидуальных предпринимателей) по перевозке вывозимого (ввозимого) с территории Российской Федерации (на территорию Российской Федерации) товара, а также на транспортно-экспедиционные услуги организаций (индивидуальных предпринимателей) при организации такой перевозки, если одновременно выполняются следующие условия:

указанные организации (индивидуальные предприниматели) осуществляют перевозку только между пунктами, находящимися на территории Российской Федерации;

указанные организации (индивидуальные предприниматели) не указаны в транспортных, товаросопроводительных и (или) иных документах, подтверждающих вывоз товаров за пределы территории Российской Федерации (ввоз товаров на территорию Российской Федерации), в качестве одного из перевозчиков.
